About the standards
GOST R 52535
Old passportЮ → YU · Ё → YO · Ъ → IE
Russian standard for old-format international passports (until 2010) and many GIS systems. The soft sign Ь is dropped. Based on English phonetics. This is the scheme you'd see in an old passport — a GOST R 52535 spelling of a surname may differ from the modern one.
ICAO / MVD passport
New passportЮ → IU · Ё → E · Ъ → skip
Since 2010 Russia uses the ICAO Doc 9303 standard for international passports. Ё is written as E (no Y). Ю/Я → IU/IA rather than YU/YA. Because of the transition, a surname in a new passport may differ — one can apply to keep the old spelling.
URL / slug
For links'Привет мир!' → privet-mir
Strict lower-case transliteration, ASCII letters + digits + hyphen. Spaces and underscores become hyphens, consecutive hyphens collapse, leading and trailing hyphens are stripped. Punctuation is removed. URL-safe and SEO-friendly (human-readable slugs).
Й, Ь, Ъ — edge cases
Rules'Мария' = MARIYA (GOST) / MARIIA (MVD)
Й before a space in some MVD schemes becomes I rather than II. Ъ is usually dropped or replaced with IE. Ь is almost always dropped. Because of the different schemes 'Мария' → MARIYA / MARIIA / mariya. Always specify which scheme you're using.
